In 2000 the Russian State Library for the Blind (Moscow) began to create The Electronic Union Catalogue of Russian Language documents in alternative formats. This work is based on the Corporate Net of special libraries for the blind. The idea of this Project was initiated by the Section of Libraries for the Blind/IFLA and supported by the FORCE Foundation, the Netherlands. Regional libraries and Printing-houses for the blind are taking part in the Project. The main task of the Project is to provide print disabled users, specialists and all interested people with access to the unique collection of alternative format Russian language documents through the Internet. The Project is being carried out by the Russian State Library for the Blind which is the leading information center for the blind in Russia. The Library has the largest collection of reproduced documents in Russia. It plays the role of methodical and research center for regional libraries. RGBS helps special libraries for the blind in RF to create electronic and printed catalogues by sending thembibliographical information in form of electronic cataloguing cards, which can be printed or included into the electronic catalogue of each library. This reduces duplication of effort, makes rational use of limited finances and ensures that all libraries receive correct information.

Print disabled users and specialists living in Russia and abroad have indicated the real interest in Russian Language documents. So the next stage of the Project became the creation of the Russian Language Network of special libraries. The main task of the Net will be the centralised decision making, training, uniform presentation, requesting, delivering and use of the following kinds of information : documents in alternative format, bibliographical descriptions, reference books, methodical literature, newsletters, etc.
The Russian State Library for the Blind prepared a Declaration of intent outlining the nature of the network and its objectives. Currently RGBS is developing the Project. The Electronic Union Catalogue is available on the RGBS Site: www.rgbs.ru. It includes more than 37000 titles. The RGBS Site was modernized to provide:
  • Online access to the unique bibliographical databases on alternative format documents;
  • Free access to the search, reviewing and downloading the resources of the Russian Language Network libraries for the blind;
  • Operative electronic publication of informational and news materials about all aspects of the Net-Libraries activities in Russia and abroad.
Nowadays special library for the blind in Russia can’t carry out the full digitalisation of stocks and provide users with the access to them. But it’s possible to solve this problem through already existing virtual libraries.
Their Internets addresses are presented on the Site. RGBS organized the Internet class equipped by adaptive technologies giving blind users an opportunity to work with Internet resources. At the same time the Library is working on its own electronic library: the collection of documents in tifloscience is almost completely transferred into electronic format.
Databases of the Information System are presented in UNIMARC (RUSMARC) format in according to the standard ISO 2709 – Format for Bibliographic Information Interchanger on Magnetic Tape. Working with the System it’s possible to:
  • Use common methods of searching for titles, both before commencing local production and to create an inter-library request;
  • Create possibilities of exporting bibliographical descriptions for locally produced editions by libraries for the blind of the CIS and Baltic countries to the RGBS digital catalogue;
  • Provided automated requests of alternative format documents using the Interlibrary Exchange;
  • Work with Telecommunicational means (Z39.50, WEB, E-mail, FTP);
  • Place on the RGBS Site the lists of new editions received by libraries for the blind abroad and editions produces by these libraries
  • Install List-server to support contacts between libraries for the blind.
